国际食用香料组织(IOFI)执行总监:
中国香妆协会表现卓越!双方携手推动全球香精香料行业可持续发展
在2025中国香料香精化妆品工业年会暨精品博览会(2025CAME)期间,中国香料香精化妆品工业协会(CAFFCI,简称中国香妆协会)国际事务部书面专访了国际食用香料组织(IOFI)执行总监Sven Ballschmiede。
以下是专访内容:
问:这是您第二次参加CAME。相比去年,您觉得今年有哪些亮点或创新让您印象深刻?
This is your second time attending CAME. Compared to last year, what new highlights or innovations have impressed you most?
答: 一如既往,中国香妆协会在组织大型活动方面表现卓越。从 IOFI 的角度来看,我特别想强调今年举办的 ESG 论坛。这是一个极好的机会,让行业协会与企业代表之间能够交流最佳实践。通过这些定期交流,我们能够提升行业对可持续发展倡议的认识,发掘新的合作机会,并就主要市场中现有或即将出现的监管挑战展开深入探讨。
As always CAFFCI is doing an outstanding job in organizing major events. From an IOFI perspective I would like to highlight the ESG Forum that was organized. This was a perfect opportunity to exchange best practices amongst trade associations and business operators. Through these regular exchanges we can raise awareness on industry initiatives, discover collaboration opportunities and exchange on existing or upcoming regulatory challenges in key markets.
问:今年5月上海的国际香料香精可持续发展研讨会上,四家中国企业签署并加入了IFRA-IOFI联合可持续章程,这次CAME上又有四家中国企业签署加入IFRA-IOFI联合可持续章程。您认为这一趋势对全球食用香料行业的发展有什么推动作用?
At the International Symposium on Fragrance and Flavor Sustainability held in Shanghai this May, four Chinese companies signed and joined the IFRA-IOFI Sustainability Charter, and more have followed during this event. How do you see this growing commitment driving the development of the global flavor industry?
答: 我非常欢迎中国香精香料企业积极加入这一倡议,也希望未来有更多中国香妆协会的会员能够签署《IFRA-IOFI 可持续发展章程》。该章程是一项自愿性倡议,基于共同的目标——提升香精香料行业的可持续发展表现,以更好地服务消费者与地球。我们最近发布了第三份《IFRA-IOFI 可持续发展报告》,报告显示整个行业在可持续性方面取得了实质性进展。我们坚信,实行可持续的商业实践是行业持续增长的前提。
I welcome the commitment of Chinese F&F companies and I am hoping that more CAFFCI members will sign the Charter in the future. The IFRA-IOFI Charter is a voluntary initiative based on a common objective: we want to improve the sustainability performance of the F&F sector in order to serve the consumers and the planet. We recently released the 3rd IFRA-IOFI Sustainability Report which shows real progress across the sector in terms of Sustainability, and we firmly believe that sustainable business practices are a prerequisite for constant growth. 
问:CAFFCI自2017年开办调香师培训以来,截至目前共举办10期调香师培训班。您对食用调香师人才培养有何建议?
Since 2017, CAFFCI has organized ten perfumer training programs including fragrance and flavor sectors. What advice would you offer for developing talent in the flavor sector?
答: IOFI 并不敢贸然向像中国香妆协会这样经验丰富、知识深厚的组织提出建议。但既然您问到了这个问题,我想可以考虑未来举办一些专门的“食用香料工作坊”。这将为行业提供一个很好的交流平台,探讨法规发展、创新趋势以及消费者需求与期望。IOFI 随时愿意以自身的专业能力参与其中,无论是在科学、法规还是沟通方面。
IOFI is certainly not daring to give any recommendations or advice to such an experienced and knowledgeable organization like CAFFCI. But as you are asking me this question, I might suggest to explore the possibility of organizing dedicated “Flavor workshops” in the future. This would be an opportunity to exchange on regulatory developments, innovation, consumer trends/expectations amongst flavoring manufacturers. IOFI stands ready to contribute with its expertise, be it on scientific, regulatory or communication aspects.   
问:在食用香料安全评估方面,IOFI是否有新的举措或计划?您认为目前最大的挑战是什么?
Does IOFI have any new initiatives or plans in the area of flavor safety assessment? What do you see as the biggest challenge at present?
答: IOFI 正在运行一项全球科学项目,我们向风险评估者和风险管理者提交数据集,以确保香料在主要市场的合法使用。科学项目是我们组织的核心支柱,占 IOFI 预算的 60% 以上。我们目前观察到一个趋势——在欧洲,风险管理决策正在从基于风险转向基于危害。这种变化可能对现有原料组合构成风险,也可能阻碍创新,特别是考虑到许多其他国家的监管机构正在与欧盟的做法保持一致。IOFI 与全球范围内的风险管理和评估机构保持着定期交流——包括与中国的国家食品安全风险评估中心(CFSA)。我们努力回应各方的具体需求,帮助他们基于科学作出风险管理决策。
IOFI is running a global science program; we are submitting data sets to risk assessors and risk managers to ensure the permissibility of flavorings in key markets. The science program is the backbone of our organization, more than 60% of our budget is injected into science. We are currently observing a shift from risk based risk management decisions to hazard driven risk management decisions in Europe. This can put at risk existing ingredient portfolios and can also hamper innovation, not only in Europe but also in other parts of the world considering that many regulators are aligning with EU approaches. IOFI is entertaining regular exchanges with risk managers & risk assessors around the globe – including CFSA in China – and we are aiming to satisfy their specific demands which eventually help them to take science-based risk management decisions. 
问:国际合作是推动行业发展的重要动力。您希望CAFFCI在哪些方面为IOFI的工作提供支持?
International cooperation is a key driver of industry progress. In what areas would you hope CAFFCI could support IOFI’s work?
答: 正如我刚才提到的,我们希望未来能就“食用香料相关议题”开展更为定期的交流。目前我们在科学与法规层面已有良好的合作,也许可以在“传播与沟通”方面进一步加强协调。CAFFCI 在这一领域已经非常成熟,但如果我们能携手打造一个“全球香料行业叙事”,共同向公众展示香料对消费者和环境的积极价值,那么这将极大地增强我们行业的社会认同度。
As indicated in my previous answer we would welcome more regular exchanges on flavor specific aspects. Close coordination is already taking place on scientific and regulatory matters. Probably we could intensify our coordination in terms of communication. CAFFCI is already extremely advanced in that field, but it would be great if we could work closely together to develop a “global flavor narrative” which highlights the benefits of flavors for consumers and the planet and which – in the long run – corroborates our “social license to operate”.
问:展望未来,您能否分享一下IOFI与CAFFCI在合作与交流方面的新规划?
Looking ahead, could you share your vision for future cooperation and exchange between IOFI and CAFFCI?
答: 我对 IOFI 与 CAFFCI 未来合作的愿景主要集中在三个方面——开放对话、共同价值与相互支持。我们今天已经在践行这些原则,但我相信,未来我们还能进一步释放更多潜力,携手推动全球香精香料行业的可持续发展。
My vision on future cooperation between CAFFCI and IOFI circles around three main areas – open dialogue, shared values and mutual support. Today we are already applying these principles, but I am sure that we can still unleash more potential.

所谓透明质酸效应,是指济南的福瑞达、华熙生物聚焦透明质酸原料,经过30多年深耕科研,突破应用边界、产业边界,不仅成功占领全球市场,还带动了国内以透明质酸为核心的化妆品、药品、医疗器械、食品等关联产业,拉动了整个产业链的发展和社会经济增长。 “既有新材料的科技创新,又有经济价值和环保效益。”颜江瑛表示,济南“透明质酸效应”是新质生产力的具体体现。
